Research on the Law of China’s Rural Land Institutional Changes: An Analytical Framework of Economic Efficiency and Distributive Equity

Institutions affect economic development and social stability, the characteristics of institutional change are a complex widely discussed topic. This paper constructs theoretical analysis framework to describe relationship between change, resource conditions, overall welfare, so as explore preconditions for formation institutions with greater equity higher efficiency. On basis this analytical framework, we conduct case study on China’s rural land changes over past 70 years law changes. We found that when resources scarce, efficiency distributive usually pose difficulty being improved present substitution relationship, while only sufficient could they realise these goals. The findings indicate regions meagre resources, advantageous sectors need be identified prioritised at beginning recognise appropriate initial accumulation. A certain accumulation is prerequisite creating improve offer equitable distribution.
